基于着陆许可发布时机的节点算法及风险分析

摘要: 为适应CCAR93-R5 最新要求,需将落地许可发布时机的抽象条件转化为可操作节点。提出不同条件下的着陆许可发布节点算法,利用B737-800 运行数据,计算得到着陆航空器距离跑道入口的两个检查点(7 km,5 km)和一个决断点(2.5 km)。着陆航空器趋近决断点时,以下两种情况可向其发布着陆许可:①观察到前行离场航空器前轮抬起;②前行着陆航空器进入脱离道口且前行畅通。以此为参考,管制员可准确把握着陆许可发布时机,降低跑道入侵及航空事故风险。

Abstract: According to the latest regulations of CCAR93-R5, it is necessary to replace the abstract conditions of landing clearance issuance with practical timing points. The landing clearance issuing time algorithm under different conditions is proposed. Calculation employing B737-800 operation data shows that there are two checking points(7 km, 5 km) and one decision point (2.5 km) from the landing aircraft to the runway entrance. When landing aircraft approaching to the decision point, the controller can issue landing clearance under one of the following conditions: a) it is observed that the departing aircraft in front has lifted its front wheels and b) it is observed that the landing aircraft in front has entered the exit crossing without obstacles. Taking this result as reference, air traffic controllers can issue landing clearance with accurate timing, reducing runway incursion risk and aviation accidents.
