机场鸟击防范体系的有效性评价

摘要:

目前机场鸟击防范实践中存在较多问题,特别是鸟防指标体系的确定,以及体系评价方法的优化;对此,提出“综合治理”的思想,利用与AHP 法相结合的灰色模糊理论构建评价模型,结合白云机场实例,对鸟防体系的优劣进行综合评价;可以看到,白云机场鸟防体系总体较好,但由于驱鸟人员理论水平较低以及在鸟情资料、信息系统、鸟防预案方面的空白,导致在生态环境治理、员工素质、制度建设方面存在一定问题,需进一步完善;评价结果与白云机场实际存在问题基本一致,说明该评价方法适用于鸟击防范体系。

Abstract:

Currently,there are a lot of problems in the airport bird strike prevention practice,especially the determination of bird strike prevention index system,as well as the optimization of the evaluating methods. In this regard,the idea of 'integrated prevention and control'is proposed,using AHP combination of gray fuzzy theory to establish an evaluation model. Taking Baiyun Airport as an example,comprehensive evaluation of bird strike prevention system is constructed. As can be seen,Baiyun Airport's bird prevention system is sound. However,due to the lower theory level of bird prevention staff,as well as the lack of bird intelligence information,information system and anti -bird plans,there are certain aspects need to be further improved such as ecological environment,staff calibre and institutional development. The evaluating results are basically in accordance with the actual existence of Baiyun Airport,showing that the gray fuzzy comprehensive evaluation approach is suitable for the effectiveness evaluation of bird strike prevention system.
